PAGADIAN CITY - MinDA, in partnership with the Department of Interior and Local Government (DILG) – Office of Project Development Services, facilitates the Bulk Water Supply Project Briefing for the seven (7) municipalities of Zamboanga del Sur today held at Provincial Capitol, Pagadian City (17 May).

MinDA Project Development Division Chief Joan Barrera oriented the LGU participants on Mindanao Water Supply Program, a MinDA-initiated undertaking in partnership with the Department of Interior and Local Government (DILG) and the Development Bank of the Philippines (DBP), which provides financial and technical assistance to the local government units, water districts and other water supply service providers for the provision of water supply, sanitation and irrigation projects.

Meanwhile, Engr. Arnold Alvarez, Consultant of Ces't, Inc., presented the results of the Bulk Water Supply Feasibility Study for Selected Provinces in Mindanao commissioned by the DILG and funded by NEDA.

Governor Victor Yu represented by Mayor Domingo Mirrar of Lakewood Municipality expressed his support to completion of the said study underscoring its timely value since parts of Zamboanga del Sur have really limited access to water.

“Although the province allocated a budget for the Establishment of the Potable Water System in 2021 amounting to P30M and this year also, another P30M, it cannot suffice the unquenchable needs of all Zambosurians. This project can be of great help to the municipalities, especially, in the delivery of their basic needs,” Mayor Mirrar emphasized.

He also added that in order to concretely implement a bulk water supply project, there is a need to identify the specific type of bulk water supply system that is truly needed by the LGUs.

“With the help of the data of the conducted feasibility study, financial support and implementation leadership of the Provincial Government, and assistance of key partners, the problem regarding water supply of the many LGUs in the Province will be resolved,” said Mayor Mirrar.

During the activity, DILG-Office of the Project Development Services Program Manager II, Engr. Fe Criscilla Banluta, also informed the participating LGUs about available government fund sources that they could apply in implementing bulk water supply and sanitation projects for Barangay, municipal, city, and provincial level.

Pacific Consultants Co., Ltd. (PCKK) Representative Dr. Yutaka Kokufu shared technical knowledge and mechanisms on how LGUs can develop rural development project proposals for funding assistance by the Japan International Cooperation Agency (JICA).

Further, other financing options including other official development assistance, government financing institutions facilities and public-private partnership (PPP) was also presented by MinDA Development Officer Ms. Madania Malang-Casinto.

Tentatively on 14 July, Local Chief Executives (LCEs), Municipal Administrators, Municipal Planning and Development Officers (MPDOs), and Municipal Engineers will further discuss the Bulk Water Supply Project.

Participated by the municipalities of Sominot, Dinas, Bayog, Dimataling, Labangan, Tigbao, and Lakewood, the briefing aims to provide orientation and updates on accessing locally and internationally-funded bulk water supply projects in support to development of Zamboanga del Sur local governments.#
