Following the granting of the Martial Law extension of the Philippine Congress until the end of 2019, the Mindanao Development Authority joins the broad cross-section of various sectors not only in Mindanao but also in other parts of the country, in thanking Congress for supporting the said extension. This extension is deemed important and relevant not only in Marawi rehabilitation, but also in ensuring security against the persistent threat of rebellion, a major factor that could stand in the way of the development of Mindanao as a whole.
The agency further believes that Martial Law is needed to safeguard, sustain and continue the gains of President Rodrigo Roa Duterte’s program of addressing violent, extremism, drug menace and corruption already felt in Mindanao as it is able to provide a framework of peace, which facilitated growth in this part of the country, that of making sure that the sprouted seeds of rebellion are completely eradicated. Martial Law came as a feature of internal security far different from other parts of the country. We see the pure intent of President Duterte in making sure peace, security and order is at hand to prevent another Marawi incident, which was influenced greatly by foreign terroristic ideologies, from happening, and prevent spoilers from spreading animosity and confusions amongst the public; the campaign of the President to end violent extremism and terrorism in Mindanao continue to gain massive support of the people.
As MinDA, we continue to become a steward of growth aimed to improve the quality of life of all Mindanaoans, free from insecurity and terror. Martial Law came as a consistent mechanism of giving the kind of system that befits its culture, resource endowments, and traditions unique to Mindanao.
Amidst Martial Law declaration, trade and business remain upbeat, investment interests continue to grow, and major infrastructure projects are effectively rolled out. MinDA views Martial Law as a mechanism to ensure certainty, rule of law, order, and accountability. These are elements of development expected to benefit everyone.
